League Rules
 
This league is designed to promote the game of soccer. It is for women of various skill levels over the age of 25, who are sincerely interested in playing soccer. The following rules apply to each game and beyond FIFA rules:

TEAM ROSTER

Each team can register a total of 30 players per season. Each player must also provide two (2) photographs to the Association before their first game and they will be issued an ID card that they must present before each game to play. Prior to each game EACH PLAYER must have their ID cards for the referee. ID cards will be returned at the end of the game. HOME TEAMS are listed first on the schedule and furnish the game ball. The Team Captains should have their player’s identification with them should the opposing team question the age of the player. All protests MUST be made prior to the start of the game.

INSURANCE

The Newport Beach Women’s Soccer Association, Newport-Mesa School District, City of Costa Mesa and Zama Sports are not responsible of any kind of liabilities, financial or otherwise, caused by any team or players affiliated with the association.

UNIFORMS & PROTECTIVE GEAR

It is mandatory that all teams wear complete uniform sets – matching jerseys, matching shorts and matching socks. It is also mandatory that all players wear protective shin guards, which must be covered completely by their socks. If a player does not have their shin guards with them they will not be allowed to play in the game. Players who are deemed to be wearing items that may harm either themselves or someone else will not be allowed to play. For example, if a player must wear a protective brace that may be made of plastic, they must ensure that it is covered so as not to harm another player. If this is not done they will not be allowed to play. These rules will be strongly enforced to ensure the safe play of all those participating in the game.

TEAM CAPTAINS

The Team Captain must wear an armband. They are responsible for the actions and behavior or the players on and off the field.

REFEREES

Note that the referee’s call must be respected even if a player(s) thinks he/she is wrong. Arguing on the call with the referee WILL NOT BE TOLERATED.
  1. Cancellation: If a team must cancel a game, they MUST notify the Association no later than the Tuesday prior to the scheduled game. If a team does not give proper notice or does not present themselves for the scheduled game, they will then be responsible for the ENTIRE referee fee. There will be no make-ups for rain-outs

  2. TIME: All teams must be ready to play at the game time established on the schedule. The clock will be started at the prescribed start time.

RED CARD

If a player receives a red card, they will be suspended from playing the current game and the following game. If a player should receives two (2) red cards, this will result in expulsion from the season games and a fine to the team of $125.00

YELLOW CARD

If a player receives a yellow card, they must be substituted for 5-minutes.

SLIDE TACKLES

Slide tackles are not allowed. A slide tackle is defined as any play where a player has to lead with their feet onto an opponent.

FIGHTING

Fighting of any type WILL NOT BE TOLERATED AT ALL. Should a fight ensue all combatants will receive red card penalties and each team will be fined $125.00. Should this occur again, all players involved will not be allowed back onto the field or to play for the remainder of the season.

LANGUAGE

Any form of derogatory or foul language directed at another person/player either on or off the field WILL NOT BE TOLERATED. If a player(s) is heard using such language, it will result in red card penalties to the player.

SUBSTITUTION

The referee closest to the team bench must be notified of the substitution. The player must enter from the center of the field, AFTER the player being substituted leaved the field. Substitutions can be made when the team has possession of the ball in the following instances: throw in, injury, yellow card, and goal kicks and after a goal is scored. The opposing team is able to sub at the same time.

PLAYER TRADES/GUEST PLAYERS

If a player is registered on a particular team they must play for that team for the duration of the season. If they would like to transfer to another team, this must be done during the off-season. If a team has a total of less than seven (7) players at the time of the game, they will forfeit to the opposing team. If after the forfeit is declared the two teams agree to play, then the game will be played and the fees are the responsibility of the team that forfeited.

FIELD RULES

It is difficult to obtain permits to use the fields. There are no dogs, bicycles, skateboards or alcohol allowed on the field at any time. We ask that all the team pick up their trash at the end of each game. Teams are also held responsible for the conduct of their spectators. Should they become unruly or break any of the rules, they will be banned from further games and the team will be fined $125.00. All teams and spectators are requested to respect the speed limits posted on the streets surrounding the soccer field(s) and to keep the noise level to a minimum out of respect to the neighboring homes.

STANDINGS

All games will use FIFA scoring system to determine Association Champions:
  • WIN 3 Points
  • TIE 1 Point
  • LOSS 0 Points
If at the end of the season there is a tie then the winner will be determined by goal differential. At the end of the season the League Champion will be given t-shirts.

If any team has questions as to whether a game will be canceled due to rain/weather, please call the Association hotline at (949) 559-2250. Any changes will be posted there for everyone.
